I am not a PayPal member, how can I pay with a credit card?
Go through the normal checkout process; choosing PayPal as your payment method at step 2. When you are transferred to PayPal there is a link to continue (just above the credit card icons, left of the log in box) that allows you to buy using a credit card, without being a PayPal member.
When creating a login profile I cannot enter my state. What is wrong?
You have most likely left the country at the default of United Kingdom and need to change it to your own country, which will then allow the drop down menu to show states.
